The Texas State Library and Archives Commission (TSLAC) seeks someone to fill the role of Agency Budget Analyst/Accountant. The Agency Budget Analyst will perform routine to highly complex budget preparation, monitoring, and analysis work. The work will involve supporting, performing and/or coordinating budgetary activities; preparing, reviewing, and analyzing standard and ad hoc budgetary and performance measure reports; and providing technical advice and assistance on budgetary matters. Works closely with and assists the Chief Fiscal officer in preparation of the agency’s legislative appropriations request (LAR) and all budget related-reports and activities.

What does it take to qualify:

Budget Analyst I: Salary range: $4,067 - $4,229

  • Bachelor’s degree with major coursework in accounting, finance, business administration, public administration, or a related field. Substitution: one year of full-time work experience in accounting may be substituted for each year of education.
  • One year of experience in accounting auditing, finance or budget preparation and analysis work.
  • One year experience using a computer and applicable spreadsheet and/or database software to monitor and manage financial information.

Budget Analyst II: Salary range: $4,624 - $4,842

  • Bachelor’s degree with major coursework in accounting, finance, business administration, public administration, or a related field. Substitution: one year of full-time work experience in accounting may be substituted for each year of education.
  • Two years’ experience in accounting auditing, finance or budget preparation and analysis work.
  • Experience in performance measurement reporting work.

Budget Analyst III: Salary range: $5,262 - $5,544

  • Bachelor’s degree with major coursework in accounting, finance, business administration, public administration, or a related field. Substitution: one year of full-time work experience in accounting may be substituted for each year of education.
  • Three years’ experience in budget preparation and analysis and in performance measurement reporting work.
  • Three years’ experience using CAPPS and USAS to perform financial or accounting functions.
  • Experience using automated financial system or accounting system for preparing and monitoring budgets for a governmental entity.

While we seek someone with state governmental accounting and budget experience, we are willing to train a less seasoned employee and offer a career path with promotional opportunities once specific milestones are met.

Our ideal candidate will also have experience with the following:

  • Relevant budget preparation, management, and monitoring experience with a state agency or local government entity.
  • Experience using State of Texas automated financial systems (ABEST, USAS, SIRS, CAPPS, etc.), or another accounting system for a Texas state agency.
  • Experience with state budget reporting.
  • Experience with state program performance tracking and reporting.
  • Experience with reporting for state or federal grants and/or budget and performance analysis of federal fund expenditures.
  • Experience working with internal and external auditors.
  • Experience preparing and submitting an agency’s legislative appropriations request and annual operating budget reports.
